Defining "best" by 3 variables makes the task very difficult, and when the last variable may be inversely related to the other two, pretty much impossible. It would be better stated - "What is a durable, easy to work on hub for under __ dollars."
Perhaps if you identify a few hubs people can give their experience as to durability and ease of maintenance, but you are working with a very small sample size, which will tend to have not much validity. Read some reviews on websites where they are sold - usually dozens to help you evaluate.
