By cheap, I mean cheap. My fast winter rude us a used CX bike I picked up for $300. But I think we have different needs. I ride everyday outside but can't imagine riding at the speeds you are talking and with others. My roads are to slushy or ice covered for that. All that said, I can still push the CX bike with its 700x30 tires and fenders to a solo pac of the high 19s, consistent with what I can do on my road bikes.
