Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

Bike rims are pretty tolerant of tire width and the 28s would be fine. I expect the 25 would work too but if you are trying to make a pure road bike out of a cross bike, you should consider lighter, narrower more road-focused wheels too.
