Sorry - don't spend much time with clinchers. The primary issue I care about is what happens when a rock is hit or a tire bottoms. The bottoming in a clincher has a higher probability of a pinch flat than in a tubular. The rock - well no one likes that on their rims. Buttttt there is such a thing as too much material for the job. If you want a 23 tire why have a 26 rim?
We do run mostly 25 rim and 25 tire. But chose 25 tire and 23 rim for cobbles due to the bottoming out benefits over a wider rim. Those on the team that went 23 on 25 rim, broke their rims, some a couple times. Their correction was stronger/heavier rims - same tire. We ran very light rims with bigger tires, our net weight was less and no issues (until running over parking barriers in Belgium).
