If he'd had 23, or smaller, he might have, right? I think that the smaller size on a wide rim flattens the tire sides and impacts handling on turns, and also risks scraping the rim. There also has to be some greater risk of banging it from the side from the sides of a divot or bump. The tire that's the same size or a mm or two wider has rounder sides to buffer against that sort of thing.
