Paint even on high end frames until recent has almost always been poor.

Back in the 80's my best friend ordered his dream bike a Gios Torino. It arrived packed in a nice foam embossed Gios box. We opened the box. Blue flakes of paint littered the box. It would literally flake off with the touch in some areas. In those days you took what you could get and quality was at best questionable on certain things. European paint was one of those.
