If this was truly an accident, would society benefit from spending hundreds of thousands of dollars in prosecution, and perhaps incarceration for a year? I suppose the description is "Aboriginal". What does that mean? I think of Australia. If the guy is an alien, then he could be deported and save the effort of prosecution and incarceration.
This is an instance where one might argue that spending a bit of time in prison could benefit the perpetrator (assuming that it was a homeless person who tossed something at the cyclist; I'm not sold on that yet). Many of our local homeless are drug addicts who may well be unable to get clean on their own but just might manage it in a prison setting. Clearly, this wouldn't be the most efficient way to do drug treatment. I'm just hunting down the silver lining in this dark cloud.
