Tried Math? * you need Hub Disc/Drum brakes to make it have a chance of working..
leave it as is , change tires or N+1, buy another bike
I successfully own a 700c bike and one with 26" wheels but they were made to be as that .
* the math; rim diameters of 622-559/2(radius)= 31.5mm difference
