I use Velo Orange wheel skewers (they are cheap and rely on a pinned allen key) and tap lead solder into various other bolts which are generally left alone after they are properly adjusted. These include stem bolts (or one of each set, at least) and seat bolts.
Put a small wad of paper at the bottom of the bolt socket to aid future removal, cut a 1/4 piece of solder and tap it in using a hammer and punch. Add a bit more if needed -- tapping it merges the solder together.
To remove these bolts you'll need to remove the solder with a Dremel or an electric drill with a small bit. I don't remove these bolts very often once they are set so it's not an issue.
Bottom line is that no one will be removing these parts without a bit of planning and special tools.
