No, there are plenty of other explanations. Cultural norms. Habituation. Broadly calling driving an addiction does a disservice to those struggling with true addictions. The term "addiction" is used too loosely in popular culture and diminishes the impact for those who are well and truly addicted to something.
As I said above, I don't doubt that there are truly those who are actually and clinically addicted to driving, but they are by far a minority. You might claim that many more are "addicted" to driving, but no, they are not technically, actually addicted to driving.
