...Or they don't have practical alternatives besides using a car, due to crappy planning and building of our urban/suburban environments. Or they never learn about the alternatives due to a constant barrage of pro-car advertising and lobbying from car companies, energy companies, and insurance companies.
If people don't have a true choice, or good information about available options, they will choose whatever crappy alternative is available to them or known to them!
