If you want to use it for commuting I would stick to a 29er, the larger wheels will make for a better commuter. RockShox XC30/32 are decent coil forks with replaceable springs, and might fit into your budget. The other thing is that mountain bike sizing is more flexible that road bike sizing, since the riding position is much more dynamic.
