Which has the wraparound stay, the above bike does not.
That was my thought too. But look at the seat tube with the Raleigh decal and different light blue band configuration. Hard to tell from the images but doesn't look high end to me. The paint scheme is late 70s-early 80s. Rampar? Japanese frame?
