When I was there, I think there was one wide central canal that allowed motorboats, otherwise motors were prohibited. Even that could have changed. I never went in a boat taxi.

A lot will depend on the specifics of the hotel you choose. And, the best bet is to talk to them.

I don't think I ever had troubles with northern dialects, but some of the southern dialects/accents/language styles can be a problem.
