I think I would probably choose a spoked wheel instead.
The crankset can't be that bad. It appears to be a typical 130 bcd with a removable aluminum ring. Where does "vintage" come in?
I'm a bit mixed. I've been riding the same bike for the last 30+ years. But, perhaps a bike doesn't have to be a forever bike. Nonetheless you could think of this as having some of the basic building blocks which you could change out later if you wish.
You could also just buy the bare frame and build to your own specs.
After reading the comments it seemed that taking the offer for a Kilo TT for 350$ (off of cragslist) would make more sense than this, since there's not enough info on the parts. I still haven't made my decision, and to give some more background, I would mostly use it for commuting eventual longer rides on the weekends. It would definitely not be a 'heavy' use, so I feel like I could upgrade part little by little if there are issues with them.
Thanks for the complete response, by the way.
