You obviously don't live in a hilly area or drive a loaded bike. On my (not really hilly) commute I'll use 4-5 of the 9 cassette cogs I have. If I'm carrying a lot or towing something, I'll use more. If I head to other (more hilly) places in town I'll use more.

If you're building up a commuter and want to do it on a budget, go with the 7 or 8 speed. I'd imagine they're relatively the same price now-a-day. (Anything at or above 9 speed is more expensive.)
