1. I question why you've got your heart set on disc if you're just looking for a cheap frame. Doing a lot of descents?
2. I haven't seen much new in that range, especially frames labeled 'road'. If you're looking for disc, road-like geometry, get a cyclocross labeled frame. It'll have a little more room for tires/fenders (I think that's good for a training bike)

To actually answer your question, nashbar.com has a cyclocross frame that has disc mounts, or a road frame that does not, for $150 USD each. Chain reaction road frame fits your price (nicely), cyclocross doesn.t
