I haven't been around the world. And of course we know cold /hot is relative. But to me the one common denominator is humidity. I was in another state and snow and ice and not cold. And another time in another state it was a 100 degrees and didn't even sweat. Here in cen tex is almost always humid. So in the winter it's like a wet blanket And even at 50 degrees and 6 mph winds it's cold. And summers same wet blanket ,you step outside and you start sweating immediately.
So I guess 63 degrees could be cold........ but I doubt it.
