I think what you're referring to are just called the notches of the freewheel itself. When the freewheel came off it came off in one piece, correct? You didn't get the freewheel and some other thing?
Yes, it came off in one piece. The ring is a permanent, integral part of the freewheel unit. It can rotate independently from the cog of the freewheel and seems to be there as a fail-safe to prevent the freewheel from loosening on the hub. To remove the freewheel, one must first loosen this ring at the top of the freewheel body, which loosens by turning counter clockwise. I did it by gently striking one of the notches in the inner diameter of that ring with a brass drift, struck by a hammer. The entire freewheel unit can then be removed from the hub, with that ring still permanently attached to the removed freewheel unit. That ring and the freewheel body itself must both be unthreaded from the hub, and again, when removed, that ring is still a permanent part of the removed freewheel unit.
