That's illegal in Philly and, I am sure, in NYC as well. Put some outdoor furniture to block off your space and you could very well have it confiscated. Still people in certain neighborhood do it. For this storm, one guy put out a cardboard sign warning anyone who parked their that he would break their windows.
Oh yeah, definitely not legal. Even without mounds of snow, though, the effort of finding a parking spot in NYC was enough to dissuade us from even thinking about owning a car, so I can only imagine how silly the situation is now.
