It all depends if you can get the frame discounted!
If this is a serious question then bikes and cars are vastly different in complexity apart from both having wheel.
Even a rank beginner like me can pay $100 to buy the tools necessary to assemble a bike and put one together in a weekend given all parts are available. I stopped servicing my car after EFI (electronic fuel injection) came in as the equipment was too expensive to buy.
