I don't know why you should care but I suspect most people do care when someone rides a E-bike on a MUP or a trail where no motorized vehicles are allowed. Thus a distinction is made to legally exempt 350 watt and less E-Assist bikes from that rule... And treat them as non-motorized bicycles. But here in N America the mentality is a little assist is good, so more assist is even better. Totally ignoring the basic reason a legal E-Assist was allowed in the first place...
