What fenders are these? If you're at the limits of adjustment for the top mount, take a rotary tool to the fender where the cable/etc. passes over it. That tiny gap won't harm you in terms of staying dry.

Bear in mind, if you start cutting, the fenders will definitely break there, it's just a matter of time. If you have to take off more than the smallest amount, this will be a poor choice.

A better solution, if there's room between the fender and tire, is to file the slot on the bridge mount a bit longer, taking care to note, again, that if you go too far, it'll be prone to breaking there.

If you don't want to cut anything, get a couple of travel agents and the longer brakes.
