I agree with your assessment. I've never understood what step 4, marked as "wide axle" and the 2 I guess spacers is supposed to be telling me? I think the IA version of the crank is aftermarket only. At least I've never seen the one with just a wavy washer offered for sale new (just take-offs). What that "manual" doesn't tell you is that Force 22 spindle is longer, so that it can be used on Cervelo "BBRight" as well as 68mm BB shells (Force 22 needs that spacer when used on a 68mm shell). XX1 I think was designed for 73mm shell, but can be used on a 68mm with spacers.
I also don't understand why on the Red 22 BB30 IA cranks the spindle is part of the NDS crank, but the Force 20 it is part of the DS.
