I think the implication is that this super-elite racer could only pull away from the pack at the start of the race by cheating, and that is BS.
She's like a 19 year old racing against 22 and 23 year old superstars in that video. She's kind of the rookie there and destroying them on that hill while seated and maintaining her drive on the really loose dirt/grass at the end while the rest of the field is really working their upper bodies and losing their footing as soon as they hit the dirt/grass section.
