I get fewer goathead flats while road riding but it does happen. Most of the time, the goatheads on the road have been dragged there by cars or by other cyclists who have picked them up from the side of the road or trail when they stopped and got off the road or trail for some reason. Newly constructed trails and roads have more of them because the plant is a pioneer plant that doesn't compete well with other kinds of plants.
