I know it's faded, but that looks like it is in otherwise very good condition. i would not respray such a frame unless it suffered from lots of bad rust and flaking or scratched paint.

I really like this bike and the Cinelli 1R old log with Criterium handlebars. I have the same set up on one of my bikes. just perfect.
