Agreed, it certainly sounded to me as if he was being unduly rude in the hopes of provoking some sort of response from the cyclist.
I can't help but wonder how many citizen complaints are already in this guys jacket?
Also aren't they required to have regular psych evals? If not this guy is proof of why they should.
