For one thing roads are public, and it was not an emergency situation, the cyclist may have felt safe among cars that were driving carefully being in a procession.
Also I thought funerals were a celebration of life? A little color in a funeral procession is a break from sadness and uplifting!
Would I have done it? unlikely, but again?
