Cutting away the lower webs on the cage was a fairly common weight reduction method. The removal of the inner and outer lips on the top of the cage could also be for weight reduction or more likely because the previous owner had very wide feet and the pressure caused by the lips was uncomfortable. I see the chainrings have been drilled, which would support the previous owner's interest in component weight reduction.
