Again, this is up to you to decide. Some people will tell you cf or Ultegra have the highest $:value ratio, others will argue for steel and Tiagra. My argument is for building something yourself from ebay parts, and the style/geometry of the bike would depend on what weather/style you be riding.

Just get on some bikes, or do like I did and just buy something cheap that fits and upgrade/change as you learn more about your riding style and preferences.
