They built them for a surprisingly long time. The 28" wheel bikes were often known as Police bikes over here, as they used to issue them to the local Bobbies on the Beat...

I think they still make these bikes in India. Schwalbe make some reasonable tyres in that size, in addition to the usual Raleigh/CST offerings..
