Earlier is better, metal and chrome tends to be better. A lack of pedal reflectors suggests pre-70. As @USAZorro noted, lack of leather Brooks reduces the price, no lightset/dyno same thing but less so imo. Tubular rack is correct, not Pletcher. Tuned up to ride I hope. If somethings not working, negotiate. Original dunlop tires I consider a bonus.

All parts are available somewhere but the Raleigh green paints colour was more inconsistent than any other bikes. Except maybe CCM burgandy. Then there's Bianchi Celeste etc.
