I'm an opportunist when it comes to bathing and laundry. I use all the above, and one idea I've used more than once is this: strip down in a public park bathroom, wash my clothing in the sink (I carry a flat rubber stopper for sink drains), then use a wash cloth to take a standing sponge bath, put the damp clothing back on if it's a warm sunny day and wear it dry. Wonderfully refreshing. So far nobody's walked in on me--I'd hate to be that person.
I usually spend money in town, and I figure the sales tax money I spend helps cover the cost of the park. Once I saw a donation box in the park and put some bills in it, because it was a particularly nice park and I also used paper towels and soap provided to clean off my bike.
If I don't limit my bathing to the end of the day, there are more opportunities. I may go to bed with a few miles of sweat and dirt, but that doesn't bother me much.

-- do a bird bath in a public toilet
-- use the showers at a truck stop
-- use the showers in the campground I'm staying in
-- use the showers in the hotel, or B&B, or hostel I'm staying in
And it may be several days between showers if an opportunity doesn't present itself.
