I tend to think that anyone riding in a place that would require a bell automatically qualifies as a Fred.
That said, it is a neat bell.
It would be good in a paceline when the guy on the front is going too slowly.
Better than clacking the brake levers, which doesn't work as well these days with carbon fiber & plastic.
