Just catching up on posts, just noticed the frame number. So that looks to be a 1961-62 model. Reg Collards own hand built bike had a frame number 28034. He built his bike in 1961. I know of another customer built Holdsworth no.28259 owner says was a late 1963 purchase. But I also have a Monsoon frame no.28425 dated late 1961.

I think your Hurricane is 1961-62.
