Bikes: A few too many

Hello,
I would be interested in seeing the final result....from the photo I can't tell if it is on surface(clear-coat) or if it is below on the color painted surface. If this is the case it would be rust and that will not be removed by polishing because it is coming through the paint.
I hope its on the top coat...keep us posted.
