That's an early-to-mid 1970s Peugeot UO-8. It was Peugeot's entry-level bike at the time. I have one and like it for riding around town -- it's a comfortable ride, but it's heavy and it's not a sporty bike. It's not a candidate for modernization since you're not going to find modern parts that'll fit this frame's obsolete French sizing & threading.
Not quite. French parts are available but they may not be cost effective. Velo Orange has some; so does IRD. Harris cyclery often has some as well.
