Just to followup on this.

Firstly, Performance has excellent support. They told me the inner diameter of the rims were 23mm and I bought some nice 24 x 1 tires which cut the weight by a pound. They inflate upto 110 PSI.

Surprisingly, (its a $300+ bike) the cranks are boat anchors, weighing over 4 pounds and the bottom back is another pound!

I replaced them with the Shimano M131 ($20) which weights 900 grams and a UN-26 BB ($10 and 360 grams) not only did I lose nearly three pounds of the bike the BB is much smoother and the cranks stiffer.

Finally, the cone nuts were very tight so I loosed them up and that helped tremendously.
