What Fred implies has changed over the years, and varies by area, and even within areas by sub group. To some a Fred is a guy with more money than skill, to others, a wannabe poseur, and to those of my age and area, more by way of a geek or tech weenie.

The only thing that's consistent is that except when used with irony among friends, it is NOT a compliment.
