This may be mid-1980s. The brazed-on Record front derailleur didn't debut until circa 1983. The rest of the components do appear to be CPSC compliant. Nuovo record group and what appears to be non-Campagnolo dropouts during this period indicates it's not top of line, so make sure frame is Columbus SL and not tretubi or Aelle. The condition is far from the claimed "mint". It hasn't been even cleaned and has flat tubular tires. This will need a complete overhaul, new tires, bar tape and probably pads, cables and chain. IMO, $800 is too much for this, even in GTA.
