Yes, you could have the paint stripped to see how badly the frame is corroded and perhaps have the crack welded but, you got this frame for what it's worth. It's not like this frame is rare or collectable or has any sentimental value to you. If you are going to put time, money and effort into a bike, get one that's worth the effort.
