Around here, misdemeanor infractions must be witnessed by the Police in order to prosecute (so I have been told). This was reinforced a few years ago when I presented video of a motorist that almost launched me. I was in the left turn lane and as I was turning left, she passed me on the left to go straight. Police refused to look at the video because they could not use it as the basis for a citation. Anyway, I wonder if the same policy holds in Colorado. If so, it is wrong to not allow citations to others based on video, but then cite the owner of the video for what they perceive to be an infraction. And where does the 5th Amendment sit on this sort of self incrimination.
