Personally I still like the narrow rims (19 to 21mm outside). I've been riding them for too many years.

However it is harder to mount and remove the wheels with the bulging tire (brake clearance), and there is some evidence that the wider rims are actually more efficient with a smoother rim ==> tire transition. All in all, however, it just comes down to personal preference. If you're planning on riding mostly 25mm tires, then the 23mm rim would be a good match. If you are doing 23mm (or narrower) tires, then go with the narrower rims.

Also be aware of rim profile. The classic hooked bead seat may be easier to mount and remove the tires than the "tubeless ready" design, flattened on the edges, with a dip in the middle. But, get tubeless ready if you may choose to try tubeless in the future.
