That's a Uniglide cassette. The smallest cog is threaded and, it holds the remainder of the cogs in place. They're pretty hard to get off even if you have two chain whips. I usually take a sacrificial chain and wrap the lower body & secure the remainder of the chain in a bench vise. After it's good & snug then use a chain whip to unscrew the small cog. Done deal.
