Vittoria Rallys are cheap junk-a section of garden hose would be better! Lousy construction, lousy ride, poor grip, heavy.

Tufo's are at least well-made, light and durable, but every Tufo I ever used rode like a truck tire, and had mediocre grip. I actually was hoping they would wear out so I could get rid if them. Still have better than 50% tread left on that pair....

Challenge tires are nice, but I don't think they come in tanwalls.

Continental Giro's are nice, and within your price range.

Conti Sprinters now start in the region of $65+.

Yellow Jersey sells tanwall tubulars under the name "servizio corse" at the price of 3/$50. They are essentially the old D'Allesandro/Clement tubulars from about 15-20 years ago. Removable cores, decent construction, nice ride, good grip.
