Probably not necessary, but I sure like discs. Fietsbob has a good recommendation to add them to the chainstay, both for pannier clearance and the fact that putting it on the seatstay would also entail a highly recommended brace between the seatstay and chainstay. Hose guides also -- don't do cable stops, as that locks you into mechanical disc (hydraulic requires a continuous line).
