Midget legs and long torso, just seems to be the thing that feels most comfortable for me. I'm 5-10 and I'd buy 28" inseam pants in the store if I could find them, I've generally got to hem 30" inseams (I realize that pant inseam doesn't equal measuring for bikes, just using it to illustrate my proportions). I've found that if I try to ride frames that are sized to my legs, or frames short enough to stand over, and have the seat up in the air, the top bar is just way too short to fit me comfortably. Maybe I'm doing things wrong, but it seems to work for me.

Best I can tell it is a 23" frame. My Le Tour is a 23", and my Peugeot a 57cm, and both have the seat similarly just off the top bar, and both are comfortable for me to ride.
