Motor not running right

So long story short, my motor on my bike is improving but still not 100% yet. I got caught in a small blizzard, and the snow was coming down sideways almost. For some reason this caused the motor to act up like I had been caught in a heavy rainstorm. I've had the hub cover open to let air inside the motor, and I used electronic cleaner on the throttle cable and the main 3 plug cable going to the motor.

It will run and I can adjust the speeds with my speed controller:

However sometimes the motor will start to slow down, and then stop responding to the throttle. Quickly turning off the speed controller and back on, gets the motor up and running again. It does this loud grinding sound when you let go of the throttle, and is going about 10 Kph slower than it should. I have the bike on a bike stand right now, so it makes it easier for me to test the motor.

Suggestions ? Let it dry it out more ? I'm thinking there isn't much I can do, but let it dry out.
