Undertaking a project such as you propose would involve replacing almost every tube in the frame (the exception being the chainstays) as well as the fork steerer tube. It would be a huge undertaking even for a skilled framebuilder.
It would be faster, easier, and cheaper to build a new custom frame.

I am sitting on a gorgeous Chris Kvale frameset that was a custom build for a gent with long torso/short inseam.
I had a local builder see if they could do some work on it and the message was simple.
Start from scratch!
